Carriage of Dangerous Goods
Forbidden Items

The following items cannot be accepted for carriage by air:

Weapons, explosives and flammable articles and substances, oxidizing substances, toxic and infectious substances, radioactive materials, corrosive substances, strong magnetic materials, liquefied gas, etc.

Other restricted items:

Security-type equipment (attaché cases, cash boxes etc), disabling devices (mace, pepper spray etc), personal medical oxygen devices, electroshock weapons (Tasers, etc).

Goods Acceptable as Checked Baggage, Carry-on Baggage or Carried on One's Person

1. Alcoholic Beverages

Alcoholic beverages will be accepted for carriage as checked baggage ONLY. The packaging of such materials must comply will all relevant CAAC regulations.

(a) Alcohol content of less than or equal to 24% is unrestricted.

(b) No more than 1kg or two bottles of alcohol content of 24% -70% (inclusive) per person may be transported as checked baggage.

(c) Alcohol content of more than 70% may not be transported as baggage.

2. Aerosols

(a) Aerosol items for personal use shall not exceed a total net amount of 0.5KG or 0.5L per single item. The aerosol valve shall be protected by a lid or other appropriate means to prevent accidental release of contents.

(b) Non-radioactive medicinal articles (asthma inhalers etc.) and cosmetics (including aerosols) carried for personal use shall not exceed 0.5KG or 0.5L for the net volume per item and 2KG or 2L for the total volume. The aerosol valve shall be protected by a lid or other appropriate means to prevent accidental release of contents.

N.B. Non-radioactive drugs and cosmetics refer to hairspray, perfume and medicines containing alcohol.

3. Ammunition

Ammunition (cartridges for weapons) which are securely packaged (in Division 1.4S, UN0012 or UN0014 only) in quantities not exceeding 5 kg gross weight per person, for that person's own use. Ammunition must not have explosive or incendiary projectiles. Allowances for more than one passenger must not be combined into one or more packages.

4. Wheelchairs/Mobility Aids with Non-spillable Batteries

Wheelchairs, or similar mobility aid equipped with leak-proof batteries may be transported as checked baggage if the battery poles are prevented from short-circuiting and the battery is firmly installed on the wheelchair or the means of transport.

5. Wheelchairs/Mobility Aids with Spillable Batteries

The wheelchair, or similar mobility aid equipped with non-leak-proof batteries may be transported as checked baggage if such wheelchair or mobility aid may be loaded, placed, fixed or unloaded in an upright manner, and the battery is in open circuit condition, the battery poles are prevented from short-circuit and the battery is firmly installed on the wheelchair or the means of transport.

(a) If such wheelchair or mobility aid may not be loaded, placed, fixed or unloaded in an upright manner, the battery shall be removed; in this case, the wheelchair or mobility aid can be transported as checked baggage, and the removed battery shall be transported in a solid rigid packing for transportation as follows:

(b) Packaging must be leak-tight, impervious to battery fluid and be protected against upset by securing to pallets or by securing them in cargo compartments using appropriate means of restraint (other than by bracing with freight or baggage) such as by use of restraining straps, brackets or holders;

(c) Batteries must be protected against short circuits, secured upright in their packaging and surrounded by compatible absorbent material sufficient to absorb their total liquid contents;

(d) Such packages shall be marked with "BATTERY WET, WITH WHEELCHAIR" (see below), BATTERY, WET, WITH MOBILITY AID" and be labeled with "CORROSIVE" (see "Technology Specifications of Air Transport for Dangerous Goods" (ICAO) Figure 5-21) and "Package Orientation" label." on the packages (see "Technology Specifications of Air Transport for Dangerous Goods" (ICAO) Figure 5-25).

(e) The pilot-in-command must be informed of the location of a wheelchair or mobility aid with an installed battery or the location of a packed battery.

N. B. Passengers shall make advance arrangements with Spring Airlines for the carriage of such devices.

6. Wheelchairs/Mobility Aids with Lithium Batteries

Lithium-ion battery powered wheelchairs or other similar mobility aids for use by passengers whose mobility is restricted by either a disability, their health or age, or a temporary mobility problem (e.g. broken leg), subject to the following conditions:

(a) the batteries must be of a type which meets the requirements of each test in the UN Manual of Tests and Criteria, Part III, section 38.3;

(b) battery terminals must be protected from short circuits, e.g. by being enclosed within a battery container, and the battery must be securely attached to the wheelchair or mobility aid;

(c) the operator(s) must ensure that such mobility aids are carried in a manner so as to prevent unintentional activation and that they are protected from being damaged by the movement of baggage, mail, stores or other cargo; and

(d) the pilot-in-command must be informed of the location of the mobility aid.

N. B. Passengers shall make advance arrangements with Spring Airlines for the carriage of such devices.

7. Camping Stoves and Fuel Containers that contain flammable liquid fuel

These items will be accepted as checked baggage ONLY; camping stoves and fuel containers for camping stoves that contain a flammable liquid fuel may be carried provided the fuel tank of the camping stove, and/or fuel container has been completely drained of all liquid fuel and action has been taken to nullify the danger. To nullify the danger, the empty fuel tank and/or container must be allowed to drain for at least 1 hour, and then the fuel tank and/or container must then be left uncapped for a minimum of 6 hours to allow any residual fuel to evaporate. Alternative methods, such as adding cooking oil to the fuel tank and/or container to elevate the flash point of any residual liquid above the flash point of flammable liquid and then emptying the fuel tank and/or container, are equally acceptable. The fuel tank, and/or container must then have the cap securely fastened and be wrapped in an absorbent material such as paper towel before placing in a polyethylene or equivalent bag. The top of the bag must then be sealed or gathered and closed with an elastic band or twine.

8. Energy Efficient Light Bulbs

Energy efficient light bulbs when in retail packaging intended for personal or home use.

9. Heat Producing Articles

Battery-powered equipment capable of generating extreme heat, which would cause a fire if activated, (e.g. underwater high-intensity lamps) will be acceptable for carriage as checked baggage providing that the heat producing component of the battery is packed separately so as to prevent activation during transport. Any battery that has been removed must be protected against short circuit.

10. Lithium Batteries

Laptop computers, mobile phones, cameras or other portable electronic devices containing lithium batteries and spare lithium batteries, not exceeding a watt-hour rating of 100wh, and spare batteries can be carried as carry-on baggage. With the approval of the operator, you may carry other electronic devices containing lithium batteries and spare lithium batteries, exceeding a watt-hour rating of 100wh but not exceeding 160wh on board the aircraft. Each passenger may only take 2 pieces of spare batteries as carry-on baggage. Passengers who wish to travel with wheelchairs powered by lithium batteries should inform Spring staff at the airport check-in counter.

11. Carbon Dioxide, Solid (Dry Ice)

Carbon dioxide, solid (dry ice) in quantities not exceeding 2.5kg (5lb) per person when used to pack perishables that are not subject to these Regulations in checked or carry-on baggage, provided the baggage (package) permits the release of carbon dioxide gas. Each package shall be marked with "DRY ICE" or "CARBON DIOXIDE, SOLID"

12. Chemical Agent Monitoring Equipment

Chemical Agents Monitor (CAM) and/or Rapid Alert and Identification Monitoring devices (RAID-M) will be accepted as carry-on or checked baggage when carried by staff members of the Organisation for the Prohibition of Chemical Weapons on official travel. The activities included in radioactive materials shall not exceed the limit as provided in Table 2-12 of "Technology Specifications of Air Transport for Dangerous Goods" (ICAO). The packaging shall be solid and with no lithium batteries.

13. Portable Medical Electronic Devices

Such devices include Automated External Defibrillators (AED), Nebulizers, Continuous Positive Airway Pressure (CPAP), etc, containing lithium metal or lithium ion cells or batteries.

14. Insulated Packagings Containing Refrigerated Liquid Nitrogen

These materials may be carried as carry-on or checked baggage.on the condition that the liquid nitrogen must be fully absorbed in a porous material and intended for transport, at low temperature of non-dangerous products. The design of the packaging must not allow the build up of pressure within the container and must not permit the release of any refrigerated liquid nitrogen irrespective of the orientation of the package.

15. Non-flammable Gas Cylinder (fitted into a life jacket)

Non-flammable gas cylinder for automatic inflatable life jacket containing carbon dioxide or other appropriate gas in Division 2.2 may be transported as checked baggage. Each passenger may carry a maximum of two such cylinders, with two spare cylinders.

Goods Acceptable as Checked Baggage, Carry-on Baggage or Carried on One's Person

1. Mercury Barometer or Thermometer

Representatives from government weather bureau or similar official agencies may take a mercury barometer or a mercury thermometer in their carry-on baggage. These items shall be placed in solid packaging protective packaging that prevents leakage of the mercury regardless of the package's orientation.

2. Heat Producing Articles

Battery-powered equipment capable of generating extreme heat, which would cause a fire if activated, (e.g. underwater high-intensity lamps) will be acceptable for carriage as checked baggage providing that the heat producing component or the battery is packed separately so as to prevent activation during transport. Any battery that has been removed must be protected against short circuit.

3. Medical or Clinical Thermometer

One per passenger for personal use. Must be kept in its protective case

4. Carbon Dioxide, Solid (Dry Ice)

Carbon dioxide, solid (dry ice) in quantities not exceeding 2.5kg (5lb) per person when used to pack perishables that are not subject to these Regulations in checked or carry-on baggage, provided the baggage (package) permits the release of carbon dioxide gas. Each package shall be marked with "DRY ICE" or "CARBON DIOXIDE, SOLID"

5. Safety Matches or Cigarette Lighter

From 7 April 2008 onwards, passengers traveling from any destinations in mainland China are prohibited from carrying cigarette lighters and matches aboard civil aircraft.

6. Non-flammable, Non-toxic Gas Cylinders

Non-flammable, non-toxic gas cylinders worn for the operation of mechanical limbs. Also, spare cylinders of a similar size if required to ensure an adequate supply for the duration of the journey.

7. Cardiac Pacemakers/Radio-pharmaceuticals

Radioisotopic cardiac pacemakers or other devices, including those powered by lithium batteries, implanted into a person, or radiopharmaceuticals contained within the body of a person as the result of medical treatment.

8. Medicinal or Toiletry Articles

Non-radioactive medicinal or toiletry articles (including aerosols). The term "medicinal or toiletry articles" is intended to include such items as hair sprays, perfumes, colognes and medicines containing alcohols. The net volume of each individual item may not exceed 100ML, the total net volume shall not exceed 1L. The aerosol valve shall be protected by a lid or other appropriate means to prevent accidental release of contents.

N.B. Non-radioactive drugs and cosmetics refer to hair spray, perfume and medicines containing alcohol.

9. Hair Curlers

Hair curlers containing hydrocarbon gas, up to one per person provided that the safety cover is securely fitted over the heating element. These hair curlers must not be used on board the aircraft at any time. Gas refills for such curlers are not permitted in checked or carry-on baggage.

10. Portable Electronic Devices containing Lithium Metal or Lithium Ion Cells or Batteries

Portable electronic devices (watches, calculating machines, cameras, cellular phones, lap-top computers, camcorders, etc.) containing lithium metal or lithium ion cells or batteries when carried by passengers or crew for personal use, which should be carried in carry-on baggage. Spare batteries must be individually protected to prevent short circuits by placement in the original retail packaging or by otherwise insulating terminals, e.g. by taping over exposed terminals or placing each battery in a separate plastic bag or protective pouch, and carried in carry-on baggage only. In addition, each installed or spare battery must not exceed the following:

(a) for lithium metal or lithium alloy batteries, a lithium content of not more than 2g; or

(b) for lithium ion batteries, a power rating of not more than 100Wh.

11. Portable Electronic Devices with a built-in fuel cell

Electronic device with a built-in fuel cell system that may be transported include cameras, cell phones, laptops, portable VCR and other electronic devices with a built-in fuel cell system, as well as an alternate fuel cartridge in line are acceptable under the following conditions:

(a) Fuel cell cartridges may only contain flammable liquids (including methanol), formic acid and butane;

(b) Fuel cell cartridges shall conform to the provisions of IEC PAS 62282-6-1 (Edition 1);

(c) Unless otherwise permitted all fuel cell cartridges shall be non-refillable.

(d) The maximum quantity of fuel in any fuel cell or fuel cell cartridge must not exceed:

(i) for liquids, 200mL;

(ii) for solids 200g;

(iii) for liquefied gases, 120mL for non metallic fuel cells or fuel cell cartridges or 200mL for metal fuel cells or fuel cell cartridges;

(iv) for solids 200g; (iv) for hydrogen in metal hydride the fuel cell cartridges must have a water capacity of 120mL or less.

(e) Each fuel cell and each fuel cell cartridge must conform to IEC PAS 62282-6-1 Ed. 1, and must be marked with a manufacturer's certification that it conforms to the specification. In addition, each fuel cell cartridge must be marked with the maximum quantity and type of fuel in the cartridge;

(f) Each passenger may carry a maximum of 2 fuel cell cartridges;

(g) Fuel cell systems containing a fuel reserve and fuel cell cartridges containing backup cartridges are only allowed in carry-on baggage;

(h) The interaction between fuel cells and complete batteries in equipment shall be consistent with the provisions of IEC PAS 62282-6-1 (Edition 1). Fuel cells or fuel cell systems whose sole function is to charge a battery in the device are not permitted;

(i) fuel cell systems must be of a type that will not charge batteries when the portable electronic device is not in use and must be durably marked by the manufacturer: "APPROVED FOR CARRIAGE IN AIRCRAFT CABIN ONLY" or similar;

(j) In addition to the languages which may be required by the State of Origin for the markings specified above, English should be used.

12. Chemical Agent Monitoring Equipment

Chemical Agents Monitor (CAM) and/or Rapid Alert and Identification Monitoring devices (RAID-M) will be accepted as carry-on or checked baggage when carried by staff members of the Organisation for the Prohibition of Chemical Weapons on official travel. The activities included in radioactive materials shall not exceed the limit as provided in Table 2-12 of "Technology Specifications of Air Transport for Dangerous Goods" (ICAO). The packaging shall be solid and with no lithium batteries.

13. Insulated Packaging Containing Refrigerated Liquid Nitrogen

These materials may be carried as carry-on or checked baggage on the condition that the liquid nitrogen must be fully absorbed in a porous material and intended for transport, at low temperature of non-dangerous products. 15. Portable Lithium Power Banks (PLPB)

Portable Lithium Power Banks (PLPB) are considered as spare lithium batteries, and may not be place inside checked baggage. Passengers may not recharge electronic devices by PLPBs during the flight. Should the device permit it, the PLPB should be switched to the off position for the duration of the flight.
